&lt;p&gt;What should be done:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Focus on improve the single thread performance.&lt;/li&gt;
&lt;li&gt;4 int execution unit is too little, specially due the fact that the single thread performance is pathetic. You have to increase them to 6 and improve the IPC of each one seriously.&lt;/li&gt;
&lt;li&gt;Hand craft everything, guys you can&amp;#8217;t relay on automation tools, because it make the chip 20% bigger and 20 slower. while you need every mm for the profit margin and you need every performance we can get. CPU is not GPU so you can&amp;#8217;t use the same tools. Plus the main reason DECAlpha was faster than anything exists is because the team was hand-craft every transistor to get the best out of it.&lt;/li&gt;
&lt;li&gt;The amount of decoder is joke, it&amp;#8217;s even can&amp;#8217;t keep up with Thuban or Sandy Bridge, so you have to make it 5-wide and add instruction cache (like Sandy Bridge) which will end up something better than 20-wide decoder but it will stall less than Sandy Bridge 6 core.&lt;/li&gt;
&lt;li&gt;Branch Prediction have to improved too much, it&amp;#8217;s one of the most important thing for IPC and due the fact that the pipeline is too deep you have to focus on this.&lt;/li&gt;
&lt;li&gt;Improve the gate delay even more, and reduce the pipeline depth 2 stages.&lt;/li&gt;
&lt;li&gt;The Single thread performance should reach at least 1.3 in Cinebench benchmark.&lt;/li&gt;
&lt;li&gt;Redesign the cache system and memory controller, to archive latency like: 4, 12, 25, 150&lt;/li&gt;
&lt;li&gt;Increase the L1 cache to Thuban size&lt;/li&gt;
&lt;li&gt;Die area is big, so improve the single thread performance will improve the overall performance, which will allows AMD to sell it&amp;#8217;s 8-core system at higher price (400$), 6-core (250$), 2-core (150 &amp;gt; 200)&lt;/li&gt;
&lt;li&gt;Next version of Bulldozer (2012 version) should move to 28nm to reduce the gap between Intel and AMD, more importantly to be able to maintain the same frequency but with shorter stages and reduce the power consumption&lt;/li&gt;
&lt;/ul&gt;&lt;p&gt;Strategic moves for AMD:&lt;/p&gt;
&lt;ul&gt;&lt;li&gt;Move to 3D transistor ASAP&lt;/li&gt;
&lt;li&gt;Integrate AMD stream to replace they FP unit&lt;/li&gt;

&lt;p&gt;Don&amp;#8217;t blame me or any other start-up, company, researcher or well-educated person who may will decided to leave the country. Since the nationalization decisions and breaking to AlJezera new office the country has lost billions of investment, many companies already decided to dissolve they business in Egypt.&lt;/p&gt;

&lt;p&gt;I collected some more information and I got important question to answer:&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Where are the peaks and how we fund them?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;We just know the peak when we see, talk with him! Someone could say: Yes, Yes but I found/hire peaks at the time! - so trust me you just find and hired a normal engineers or your standard are low enough! or you&amp;#8217;re not peak to identify them. There are a few peaks in Egypt. Less then 100 Engineers. Trust me on this.&lt;/p&gt;
&lt;p&gt;The peaks tend to know peaks so it&amp;#8217;s like a graph if you have a lead you can move through the node/peaks to know more.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Who are the peaks?&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;BTW not all the peaks use a scientific way of thinking!&lt;/p&gt;
&lt;p&gt;Peaks tend to be keen about improve themselves, in other words they&amp;#8217;re nerds (Remember The Social Network movie where the people was wired &amp;#8216;writing code&amp;#8217; for xx hours). They work in open source projects and/or scratch they mind with problems and solve them.&lt;/p&gt;
&lt;p&gt;Think about how this things works, read about science behind the concepts, technologies.&lt;/p&gt;
&lt;p&gt;Peaks not necessarily be in love with NoSQL but at least they understand this table:&lt;/p&gt;

&lt;p&gt;There are a lot of activities for instance: In ACM they compate with Europe not Middle-east (good for them) There are huge open source community out there, Israel army do stuff like DARPA and NSF in US they fund projects, and hire student, grads and professors to work in projects. There are many meetups every month in different fields.&lt;/p&gt;
&lt;p&gt;Students there study well, as follow up of what Dr. Mo2taz Abd Fatah said in his great show (really great show&amp;#160;: A. B. SYASA) that every student should read at least 12 books in his major in each semester beside his syllabus books (department/school books). I just wonder how many student in Egypt read 2 books in his major in each semester beside the syllabus. In last week I asked two friends of mine in Tel-Aviv university and ITI, &lt;strong&gt;How many books they student really read each semester about CS beside they syllabus books?&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;span&gt;If you ask me about the current main attribute of our culture, I would say it&amp;#8217;s the baby bottle culture. Yes! Baby Bottle.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;Egyptian culture has changed in the last 60 years. The corrupted revolution that happened back in 1952 has made a significant change in our culture and how the people think. What happened? The Nationalization.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;After the revolution, the government nationalized almost all of the private sector companies. Since there wasn&amp;#8217;t private sector in Egypt, the government was responsible for stuff like hiring employees, and the government used to hire almost every graduate without even planning. Added unplanned/unneeded employees caused inflation in the public sector companies and the government system; those employees were a burden not an advantage, which led to: &lt;/span&gt; &lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;!--[if !supportLists]--&gt;&lt;span&gt;&lt;span&gt;·&lt;span&gt;     &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;!--[endif]--&gt;&lt;span dir="LTR"&gt;&lt;/span&gt;&lt;span&gt;The performance (outcome) of all of the institutions was decreasing over the years.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;!--[if !supportLists]--&gt;&lt;span&gt;&lt;span&gt;·&lt;span&gt;     &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;!--[endif]--&gt;&lt;span dir="LTR"&gt;&lt;/span&gt;&lt;span&gt;Increase the complexity of performing any task/job, because of the increased complexity of the process and of the hierarchy.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;!--[if !supportLists]--&gt;&lt;span&gt;&lt;span&gt;·&lt;span&gt;     &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;!--[endif]--&gt;&lt;span dir="LTR"&gt;&lt;/span&gt;&lt;span&gt;The value of the human being (What the person feels about himself) was decreasing.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;!--[if !supportLists]--&gt;&lt;span&gt;&lt;span&gt;·&lt;span&gt;     &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;!--[endif]--&gt;&lt;span dir="LTR"&gt;&lt;/span&gt;&lt;span&gt;The salaries (i.e. salary value) were decreasing.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;Now there are about 7 million people working for the Egyptian government, which is more than the number of people who work for the US Federal Government!&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;But the most important impact was a cultural one, added more unneeded employees made the work place more of a coffee shop and less of workplace, people go there to talk since there is no work to do, people stopped caring about their organizations, since it&amp;#8217;s guaranteed that they will get their salaries every month, since no one can fire them and since the promotion and hiring wasn&amp;#8217;t based on scientific factors such as: knowledge, performance, skills, etc. &lt;/span&gt; &lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;Also, hiring almost every graduate was like a silver bullet to destroy the society, since the people are sure that they will get hired regardless of their quality or value to the organization and the equality between them all regardless of their value caused the following:&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;!--[if !supportLists]--&gt;&lt;span&gt;&lt;span&gt;·&lt;span&gt;     &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;!--[endif]--&gt;&lt;span dir="LTR"&gt;&lt;/span&gt;&lt;span&gt;The most talented people left the country. Remember Farouk El-Baz was offered to work as a teacher for secondary school after he earned his PhD from the US. So he left to the US and joined NASA.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;!--[if !supportLists]--&gt;&lt;span&gt;&lt;span&gt;·&lt;span&gt;     &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;!--[endif]--&gt;&lt;span dir="LTR"&gt;&lt;/span&gt;&lt;span&gt;The whole country (since most of the work was governmental) became an expeller place for talented people.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;!--[if !supportLists]--&gt;&lt;span&gt;&lt;span&gt;·&lt;span&gt;     &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;!--[endif]--&gt;&lt;span dir="LTR"&gt;&lt;/span&gt;&lt;span&gt;Made the people lose the spirit of self-reliance/Independence/keenness and Hard working.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;The whole society couture has changed to Baby Bottle. There wasn&amp;#8217;t any need to search for jobs, for people to develop themselves or to study more. Everyone was waiting for their governmental job offer envelope at home/coffee shop (Everyone was waiting for the government to feed them milk in their mouth). And actually the Majority now, even if they are not waiting for the envelope anymore, they have already lost the spirit of Self-reliance/Independence/keenness and Hard worker.&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;span&gt;Now the majority of the Egyptian wants to GET before DO. People complain more than work. &lt;/span&gt; &lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;It&amp;#8217;s really scary to find someone who really has a GOAL in their life, KEEN to improve themselves, or CARE about their organization.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;It&amp;#8217;s scary to know how many fresh graduates are looking for prestige, salary, fancy job title, and bigger office in their jobs - without even caring about the organization.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;It&amp;#8217;s scary to know how many fresh graduate engineers think that they had enough education to get Google-Salary.&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;It&amp;#8217;s scary to know how many people have descriptive force and attitude. It&amp;#8217;s scary to know how many people are worth nothing. it&amp;#8217;s scary&amp;#8230;&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;Now if I choose between two technically-equal people to hire an Egyptian and an Indian: I would mostly go for the Indian. &lt;/span&gt; &lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;span&gt;Some notes:&lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span&gt;The nationalization means to turn the private sector property into public property that is managed by the government. Also it&amp;#8217;s important to mention that there is no such thing as nationalization in Islam.&lt;/span&gt;&lt;/p&gt;
